Around the same time, Houston Police Officer Juventino Castro was working an off-duty security job at a strip mall near West Little York Road and Antoine Drive. Although off duty, Castro was in full police uniform and armed.

The shopping center had recently experienced a series of armed robberies, and officers had been alerted to be on the lookout for a suspect described as a Black male wearing dark clothing or a hoodie. According to Officer Castro, he saw Baker riding his bicycle into the parking lot and believed he matched the general description of the robbery suspect.

Castro later reported that he approached Baker to question him. The officer stated that during the encounter, Baker made a movement toward his waistband that he interpreted as reaching for a weapon. Believing his life was in danger, Castro fired multiple shots. Jordan Baker was struck and died at the scene.

When investigators examined the area and Baker’s body, they found no weapon. Baker had been unarmed.
